A $0 deductible does not remove copays or coinsurance, and a lower deductible alone does not establish a lower overall cost once premiums and actual care are considered.

There are useful service-level differences, too. Prime 100's outpatient physician-visit benefit on PDF page 23 lists a $25 copay and an 80% plan share of the Allowed Amount, without applying the deductible to that benefit. For a student comparing office-visit coverage, that exception matters: the annual deductible is not a complete description of how the plan works. The copay should not be treated as a quote for the entire appointment.

A clearer prescription choice for recurring needs

For students who take a covered medication regularly, the pharmacy benefit can be as important as the medical deductible. Supreme and Elite illustrate why two zero-deductible plans deserve separate consideration.

The retail pharmacy benefits on PDF page 24 of the Supreme and Elite certificates show two different payment structures. At a UnitedHealthcare Pharmacy (UHCP) retail network pharmacy, Supreme's scheduled member copays are $15 for Tier 1, $30 for Tier 2 and $50 for Tier 3, for up to a 31-day supply per prescription. Elite's corresponding benefit uses a $15 Tier 1 copay, but member coinsurance of 30% for Tier 2 and 50% for Tier 3.

Supreme therefore deserves particular attention from students who value a fixed scheduled copay for covered higher-tier prescriptions. That structure gives them a defined dollar amount to compare with a percentage-based contribution. It does not establish which plan will be cheaper for a particular drug or over the year. The medication's current coverage, tier, supply limits and any authorization requirements still determine how the pharmacy benefit applies.

The practical comparison starts with the medication a student actually expects to fill. A broad statement that a plan includes prescriptions leaves out the difference between a fixed copay and a percentage that depends on the applicable drug charge.

Preventive care belongs in the decision

Students planning routine care also have a reason to consider Student Medicover. All four Choice Plus plans' benefit schedules, on PDF page 25, provide covered preventive services from Preferred Providers at 100% of the Allowed Amount, without a deductible, copay or coinsurance. This is a shared benefit, including in the two Prime plans.

Because this benefit is shared, students can focus their comparison on prescription cost sharing, visit charges and the other benefits they expect to use.
